for the 3040 error, make sure the trap handling is enabled? for the 3038 check to see if it's critical in HP SIM Is your Gen8/9 snmp trap pointed to hp sim? same with ilo.

Try having your ilo4 snmp trap settings point to HP SIM server also and see if it comes in.I would open a support case so that they can check everything.
