This solved it for me :

chmod 755 /opt/hp/hpsmh/data/cgi-bin/snmpagent/SetSNMPData.cgi

AND

chmod 755 /opt/hp/hpsmh/data/cgi-bin/snmpagent/SetSNMPData.cgis
