May be it's a bit late but at least with some newer versions of the HP Management Homepage you can configure the SSL protocols and the cypher-suites. To reenable TLS1 and SSL3 and be able to connect using IE8 please, try this:

cd C:\hp\hpsmh\bin

smhconfig.exe -ssl-protocol=-SSLv2;+SSLv3;+TLSv1;+TLSv1.1;+TLSv1.2

smhconfig.exe -Z HIGH:!EXP:!aNULL:!eNULL:!MD5:!RC4:@STRENGHT

smhconfig.exe -r
