Fail over with HP SIM 7.3 - Watch dog service?

Hi,

I have installed a CMS servers and accompanying DB server at one data center and another CMS server and DB at a secondary data center.

They both have fresh, unconfigured installs of HP SIM on each CMS server. The servers are not clustered at all.

I want to know, how do I set up failover between the servers at each data center, does 7.3 include the watch dog service capability? what are my options here and how is it done?
