I would check the SIM Server with enable unregistered events to be sure that your server is not flowded by some strange SNMP source. If you have Insight Remote Support on the SIM Server you should check the Memeory requirements. Desta_Service (part of IRSA/IRSS) is famous for delays if you do not meet the memeory requirements.
